An MPO is required for any urbanized area in the United States with a population of more than 50,000.
The 2010 U.S. Census found that the area of Kahului, Wailuku, and Paia had a population exceeding 50,000.
Maui MPO was created on July 18, 2016, through The Maui Metropolitan Planning Organization Comprehensive Agreement. The Maui MPO jurisdiction includes the island of Maui. The MPO is an agency assigned to the County of Maui's Department of Transportation for administrative purposes and operates pursuant to an Administrative Supplemental Agreement dated August 1, 2022.
The responsibilities of the Maui MPO and its partner agencies are identified in a Comprehensive Agreement dated May 22, 2019 between the MPO, Mayor of Maui and Governor of Hawaii. The Performance Based Planning Agreement further outlines roles in data sharing and coordination to reach Maui's transportation goals.
The MPO recieves 80% of its annual budget through Federal planning grants from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) to support its operation and planning program. A formula to distribute Federal planning grants is set out in the Hawaii MPOs Federal Planning Funds Distribution Formula Agreement effective August 1, 2023. The State of Hawaii Department of Transportation (HDOT) and County of Maui Department of Transportation (MDOT) pay the MPO annual dues pursuant to a Finance Supplemental Agreement to contribute 10% each of the annual budget.

Wendy Nathan

Wendy joined the Maui MPO in August 2023 as its Financial Specialist. Wendy comes to the Maui MPO from the Accounting Division at the Department of Water Supply, and a Budget Specialist in the Budget Office under the Office of the Mayor. Previously, Wendy was an Administration Analyst with Maui Electric Company, Ltd. Wendy brings with her years of experience in budgeting, forecasting, and financial analysis, as well as general accounting principles and tax. Wendy holds a Bachelor’s of Business Administration degree in Accounting from the University of Hawaii at Manoa.

Tiffany joined Maui MPO in June, 2025. She has previously worked for County of Maui, providing secretarial and administrative support in various departments such as the Office of Managing Director, Office of Economic Development and served as a fiscal specialist for the Maui County Workforce Development Board. Tiffany also provides leadership and active participation in various cultural nonprofit organizations.

Anna joined Maui MPO in January, 2026. She has previously worked for the International Organization for Migration, providing Training, Operational Support, Management and Oversight for the US Refugee Admissions Program. Anna holds a Master of Science in Public Policy and Management from the School of Oriental and African Studies within the University of London.
