The Vision Zero Maui Action Plan outlines the specific steps that the MPO and its partner agencies will take to achieve safe streets. The plan was developed with input from community members and partners. Based on analysis and input, the Vision Zero Action Plan identifies strategies that lower speeds, design streets to be more forgiving for human error, and prioritize safety for everyone, no matter their age, ability, background, race, income, or socioeconomic status. Traffic Fatalities and Serious Injuries are Preventable
Every year an average of 18 people on Maui lose their lives in traffic crashes, and over 100 people are injured in crashes involving bicyclists and pedestrians. Traffic fatalities and severe injuries are preventable though through a systemic approach to transportation that coordinates efforts across engineering, public safety, health, and community outreach. Vision Zero provides this systematic approach to making streets safer. It builds on work done to date and focuses attention on system design and promoting a safety culture. With the Vision Zero initiative, the only acceptable number of fatalities or serious injuries is ZERO.
Safe Streets are For Everyone
Maui streets should be safe for everyone, no matter their age, ability, background, race, income, or socioeconomic status. Our transportation network must serve everyone, whether they walk, bike, take transit, ride a motorcycle, drive a car, or connect between these modes.
- Ongoing: Today, the Vision Zero Action Plan is being coordinated with County and local active transportation plans to maximize efficiency and results.
- September 2018: Vision Zero efforts on Maui began with a Memorial Bike Ride in honor of cyclist Karl Hagen to identify safety solutions like sidewalks and multiuse paths.
- June 2019: the Maui County Council approved a Vision Zero Resolution to support forming the Vision Zero advisory Group to recommend actions.
- October 2019: At Onehe'e Avenue Complete Street, Mayor Victorino made a Vision Zero Proclamation to create a Vision Zero Action Plan by spring 2021.
- December 2019: Maui MPO's Hele Maui Maui 2040 Plan was adopted. Safety is a top priority identified by community members in the plan. The Hele Mai Maui Factbook includes Hot Spot Crash Maps of locations around the island with a high density of crashes involving bicyclists and pedestrians. An example for West Maui is shown at right:
The Mayor’s October 2019 Proclamation included a commitment to eliminating traffic deaths on Maui by 2040 and directed the formation of a Vision Zero Advisory Group. The Advisory Group’s purpose was to advise the Mayor's Office and County Council on ordinances and policies needed to support the Vision Zero goal. The Advisory Group was composed of representatives from the transportation, enforcement, education, public health, emergency response, equity, transit, biking, walking, and vehicle agency and organizations. Representatives from the following agencies and organizations were included in the Advisory Group: Maui County Mayor's Office; Maui Metropolitan Planning Organization; County Department of Public Works; County Planning Department; County Prosecutor's Office; Maui Police Department; Maui Fire Department; State Department of Transportation; State Department of Health; Healthy Eating, Active Living (HEAL) Coalition; Mothers Against Drunk Driving (MADD); Maui Bicycling League; and American Association of Retired Persons (AARP).
