Project Overview 

Quick Build Treatments (Phase 1) 

South Maui experiences a lack of safe bicycle and pedestrian connections along major roadways like South Kīhei Road and Piʻilani Highway, creating challenges for residents trying to access destinations. Following the recommendations of a traffic study, Quick Build Treatments were installed by the County at the intersection of Kenolio Road and Alulike Street. Quick build projects are low-cost and easy to implement solutions that provide immediate safety improvements while helping to build support for long-term, permanent changes. Quick build treatments at the intersection of Kenolio Road and Alulike Street included sidewalk curb extensions, which reduce crossing distances for pedestrians, and colored bike lane conflict areas, which increase the visibility of bicyclists and raise awareness to road users of potential conflict zones. These improvements aim to enhance safety for pedestrians and bicyclists in the area and encourage the use of alternative transportation modes.  

Street Art Project (Phase 2) 

With the installation of the Quick Build Treatments (Phase 1) complete, the Maui MPO is proposing to implement street art (Phase 2) within the newly created, unused, space outside of the vehicular travelway at the intersection of Alulike Street and Kenolio Road in the community of Kihei. The design of the street art will be informed and implemented by the local community, in partnership with the project’s artist. The goal of this project is to add a splash of color to beautify and enhance the character of Kihei while encouraging drivers to slow down.

Project Timeline and Process 

The implementation of the street art will be coming in Spring 2025! The design of the street art will be thoroughly informed by the public through community feedback gathered through surveys and meetings to ensure the design reflects the desires and unique character of the community. In addition, the design will be implemented by the community under the guidance of the artist and everyone will have the opportunity to collaborate in the painting process to make the artwork a reality.

Meet the Artist: Matthew Agcolicol

Born and raised on Maui, Matthew Agcolicol (Matt), acquired his Bachelors of Fine Arts from San Diego State University, College of Art and Design, and ultimately returned to his home island to continue his artistic journey. Drawing inspiration from Hawaiʻi’s diverse ecosystems, Matt’s work reflects his unique interpretation of the natural world while promoting environmental awareness. In addition to exhibiting his work across California and Hawaiʻi, Matt is also passionate about the public realm, creating murals and asphalt art that celebrate and enhance the identity of local communities. 

 

Matt and Public Art 

Matt has extensive experience creating public art on the island of Maui, where he has transformed public spaces—such as asphalt ground and buildings—into vibrant pieces that speak to the communities they inhabit. His murals evoke a sense of movement, incorporating geometric shapes and patterns while also representing history and culture through symbols that are valued by the people of Hawaiʻi. His work blends traditional elements with a modern perspective that feels timeless and meaningful. Notably, Matt contributed to Maui’s first quick-build project, at Papa Avenue and Māʻalo Street in Kahului fronting Lihikai Elementary School, further expanding his impact in the local street art scene.
